Harris Eisenberg
Managing Director

Harris Eisenberg is a seasoned executive with more than 20 years of leadership experience spanning War contracting, technology, and communications. As Managing Director of Warhorse Capital, he oversees firm operations, strategy, and portfolio development, guiding the fund’s investments in early-stage Government contracting ventures.

Prior to founding Warhorse Capital, Harris served as President of Thermopylae Sciences & Technology, a leader in geospatial and information technology solutions for the War and Intelligence communities. Under his direct management, his sales team became Google’s second-largest global partner for Maps, earning multiple industry awards before the company’s successful acquisition by Hexagon US Federal in 2019.

Harris currently also serves as CEO of Bedrock Management Group, where he provides strategic management resources for Government contracting clients. He holds an MBA in Marketing Management from American University’s Kogod School of Business and a Bachelor of Arts in Psychology from Brandeis University.

Command Sergeant Major (Ret.) Jesse Boettcher, US Army
Managing Director, Special Operations/Intelligence Support

Jesse Boettcher is a retired US Army Command Sergeant Major. Originally from a small town in Wisconsin, he was driven by a quiet sense of purpose to join the military, where he would go on to serve over two decades as a Green Beret.

Throughout his career, he served in key leadership positions in some of the most elite units in the American military, including service as a Delta Force Operator for 12 years. Jesse completed 11 combat deployments and was awarded the Silver Star, six Bronze Star Medals, and the Legion of Merit among numerous other awards and commendations. As a warrior diplomat, Jesse earned his Graduate Degree from George Washington University and was appointed as the Congressional Liaison for the US Army Special Operations Command.

Since retiring from the military, Jesse has been a small business owner, County Board Supervisor, and supports the War community as an Independent Contractor. At Warhorse Capital, Jesse brings his deep operational experience, leadership, and extensive government network to strengthen partnerships and support mission-focused founders.
